Distributed System Implementation Plans

On February 26, 2015, the NYS Public Service Commission (PSC) issued the Order Adopting Regulatory Policy Framework and Implementation Plans, commonly known as the REV Track One Order (Case 14-M-0101). As part of the REV Market Framework, the Commission directed the utilities to submit Distributed System Implementation Plans (DSIP) that will build upon traditional utility system planning. The DSIP reports, at minimum include information regarding system loads and capital spending projects, forecast levels of DER integration, plans for promoting DER market development, plans for increasing DER deployment in underserved markets, specific plans that include cost estimates for developing DSP capabilities, and a description of the internal organization needed to carry out Distribution System Platform (DSP) and traditional utility functions.

As a central component of the REV implementation plan and a vehicle for improved utility planning, investment and operations, DSIPs aim to serve the following purposes:

  1. A source of public information regarding DSP plans and objectives
  2. A template for utilities to develop and articulate an integrated approach to planning, investment and operation
  3. To enable the PSC to supervise the implementation of REV in the context of system operations

Following the order released in 2015, the PSC released more granular guidance for DSIP submissions including the Staff Proposal, Distributed System Implementation Plan Guidance (Guidance Proposal) released October 15, 2015 that resulted in the Order Adopting Distributed System Implementation Plan Guidance (Guidance Order) effective April 20, 2016.

April 20, 2018 | Case 17-M-0315 | In this Order, the State of New York Public Service Commission directs full implementation of the Utility Energy Registry (UER) by NYSERDA and the utilities, with slight modifications to the proposed data sets, and adopts a less restrictive aggregation privacy screen for inclusion of certain data sets in the UER.

Order Adopting Whole Building Energy Data Aggregation Standard
April 20, 2018 | Case 16-M-0411 | In this Order, the State of New York Public Service Commission adopts the 4/50 standard for requests by building owners to obtain aggregated energy consumption data for their buildings and directs the Joint Utilities (JUs) to file final terms and conditions for data access for Staff approval.

Order Establishing Community Choice Data Access Fees
December 14, 2017 | Case 17-M-0315 | This Order by the State of New York Public Service Commission establishes fees for access to aggregated community load data, as well as the customer information needed for opt-out mailings, for Community Choice Aggregation (CCA) programs.
